unless they are actually posted by blizzard and announced as being added to ladder

Vetoes:

First map will be given each round, winner of first game vetoes 1 map, loser picks second map. If the third map is needed, winner of the second game vetoes 1 map, and loser will pick from the remaining 3 maps. No repeats.
